RON95 subsidy: Malaysians can buy fuel at RM1.99 per litre under BUDI95 from Sept 30

Starting 30 September 2025, Malaysians with a valid driving licence will be able to purchase RON95 petrol at a subsidised price of RM1.99 per litre under the new BUDI95 programme.

The government announced that fuel purchases can be made using either a MyKad or through selected petrol station apps, including Petronas’ Setel and the Shell App.

Monthly quota for Malaysians

Each eligible Malaysian is entitled to 300 litres of subsidised RON95 per month. Once the quota is exceeded, the normal pump price will apply. The subsidies will start on 30 September, with police and army personnel starting earlier on 27 September. If you’re a Sumbangan Tunai Rahmah (STR) recipient, the new price starts on September 28.

For e-hailing drivers, a higher quota can be applied for to help offset their fuel costs. This move is part of Putrajaya’s effort to ensure targeted subsidies reach those who need them most.

Why this matters

Previously, fuel subsidies were applied across the board, meaning both locals and foreigners enjoyed the same prices. With BUDI95, the system ensures that subsidies are directed at Malaysians, while foreigners will need to purchase fuel at market rates.

KPDN Minister Armizan Ali highlighted that digital access through MyKad and mobile apps would make the process seamless for drivers while reducing misuse at the pumps.

Malaysians can also download and register for the official fuel apps supported by petrol companies. E-hailing drivers can check the application process for additional quota under BUDI95.
